How a Bill Becomes a Law in India: Follow a bill step by step through Parliament — from an idea to an Act of law, with the President’s final signature.
Why it matters: The law-making process in Parliament is a core civics/polity topic for school and competitive exams.
How a Bill Becomes a Law in India — Step by Step
- A BILL (a proposed law) is drafted and INTRODUCED in Parliament — usually by a minister on behalf of the government.
- The bill is debated and voted in the LOK SABHA. If the majority approves, it moves on to the other House.
- The bill goes to the RAJYA SABHA, where it is debated and voted again. BOTH Houses must pass it.
- Finally the bill goes to the PRESIDENT. With the President’s signature (assent), the bill becomes an ACT — a law.
Quick Notes — the Exam Crux
- A BILL is a proposed law. Most bills are introduced by a minister (a Government Bill).
- The bill is debated and voted on in the LOK SABHA (readings + committee stage).
- If passed, it goes to the RAJYA SABHA, where it is again debated and voted on.
- After BOTH Houses pass it, the bill goes to the PRESIDENT for assent (signature).
- Once the President signs, the bill becomes an ACT — an enforceable law.
Remember It (Memory Trick)
Think "I-L-R-P-A": Introduced → Lok Sabha → Rajya Sabha → President → Act. A bill must pass BOTH Houses before it can become law.
Real-Life Example
The Right to Education (RTE) Act, which made free schooling a right for children aged 6–14, travelled exactly this path — debated and passed by both Houses of Parliament, then signed by the President.
Test Yourself

What is the final step that turns a bill into a law?
