Can combustion happen without oxygen?

Most common combustion requires oxygen, but some substances can burn with halogens or other oxidizers. For example, chlorine gas can burn hydrogen. At the chemical level, combustion is oxidation by any oxidizer, not just oxygen gas. However, oxygen combustion is most common.

Why does a candle flame have different colored regions?

The base of the flame is yellow due to soot particles being heated incandescent by the flame below. The middle is orange and blue areas. The very top edge is blue where combustion is most complete and hottest. The colors indicate different combustion completeness at different positions.

Is carbon dioxide from combustion the only environmental concern?

No. Combustion of sulfur-containing fuels produces sulfur dioxide causing acid rain. Combustion at high temperatures produces nitrogen oxides (NOx). Incomplete combustion produces carbon monoxide, soot, and unburned hydrocarbons. Incomplete combustion is actually more harmful environmentally than complete combustion despite releasing less energy.
